At the University, there had already taken shape, through the crossing of the city's cardinal axes, an important square with a monument raised in its center, in 1903, to the memory of great politician I.C. Bratianu. The two boulevards opened there at the end of last century made a right angle there.
The east-west boulevards - Elisabeta, Academiei and Carol I - had already got a stern look, characteristic of the new institutions installed there: the Lazar High School, the Public Works Ministry, the Hospitals' Foundation, the Ministry of Agriculture and Domains, the Military Circle.
